“In cases where an arbitrator’s decision indicates a clear error (such as a mistake in the identity of the person punished), only the disciplinary consequences of said decision can be reviewed by the disciplinary bodies. In the case of false identification, disciplinary proceedings may only be instituted, in accordance with these regulations, against the person who committed the offense.
