UEFA has distributed 54 teams into four pots of four teams in League A, B and C based on their results in the 2022-23 Nations League. For League D, he designed two pots for six teams.

Raffle restrictions
UEFA has determined that Armenia and Azerbaijan, for political reasons, they cannot fall in pairss in the same League C group.
Furthermore Kazakhstan can only respond in their League B group one of these options (England, Iceland, Ireland or Wales) to avoid the accumulation of very long journeys.
