And it is very blunt about League matches: “The RFEF will not in any case allow the dispute of official matches of competitions with a round-trip league type format in other territories that are not Spanish territory , except in the specific case of Andorra for affiliated teams of that territory.”
Until now, FIFA, as stated in point 2 of article 11 of the Regulations for international matches, has made it clear that this type of match must be the RFEF, when the clubs agree, bringing it to attention of UEFA. And here is the key to the whole procedure.
As the regulations make it clear that the Confederation must authorize this request at the latest “21 days after the match in question has been negotiated”. Only once UEFA has authorized this match dispute is when the request must be sent to the affected Confederation. If the match is played in the United States, it must be CONCACAF. And finally everything was informed to FIFA.
But the possible rule change opens the door for it not to rely on the federation in its case with UEFA. That means, at the time authorized by FIFA, all matches governed by the final regulations approved by them can be played.
