The Bureau of the Council FIFA has agreed to extend the transitional employment -related guidelines set out in the Regulations on the Status and Transfer of Players (RETJ) to assist players footballers, clubs and coaches affected by the war in Ukraine.
According to FIFA, the agreement came after changes to the RETJ approved by the Bureau on March 7 and March 16, 2022, which “provided immediate legal security and clarity on certain regulatory matters.”
Under this new provision, players and coaches may unilaterally suspend until June 30, 2023 as a deadline of a contract with clubs affiliated to the Ukrainian Federation (UAF) or the Russian Federation (FUR), “as long as they do not reach a mutual agreement with the club before June 30, 2022 and unless otherwise agreed to in writing between the parties.
Thus, players and coaches will have “the possibility to train, play and receive a salary, while protecting Ukrainian clubs and facilitating the departure of foreign players and coaches from Russia.”
Regarding the protection of minors, those who left Ukraine with their parents to other countries because of the war “shall be deemed to have met the requirements of art. 19, section 2 a) of the RETJ, which excludes them from the provision intended to prevent international transfers of players who have not yet reached the age of 18 ”.
“FIFA will continue to closely monitor the situation in Ukraine to ensure that the regulatory framework adapts to the events,” it added in its statement, in which it “reiterated its condemnation of Russia’s use of force in Ukraine. and called for an immediate cessation of war and for the restoration of peace ”.
