“General prosecutors have concluded that the NWSL has been killed by a culture of inappropriate and abusive behavior, including sexual harassment and discrimination based on gender, race and sexual orientation,” said the legal document of the Agreement.
The agreement was administered by former Barbara Jones, who served 17 years in the federal court for the Southern District of New York.

In 2021, players from across the NWSL criticized the misconduct and abuse of coaches and referees to return more than a decade ago. Many of these complaints are aware of the NWSL but most of all ignored, prosecutors said.
After the complaints, two separate investigations were initiated, one including the NWSL and the NWSL (NWSLPA) Player Association, and another of the US football federation.
“This investigation was initiated by the NWSLPA because players refused to silence against systematic abuse,” said Meghann Burke, former soccer player and executive director of NWSLPA.
Three years ago, the General Prosecutors of New York, Illinois and Columbia district opened their own investigation and, according to their results, there were verbal and sexually abusing players, taking reprisals where they resisted or criticized it in public.
