The Low Emission Zones may establish ongoing or temporary measures such as restrictions on vehicle access, movement and parking to improve air quality and reduce greenhouse gas emissions, according to the classification of vehicles according to their emission level in accordance with the provisions of the current General Vehicle Regulations.

In certain
towns. such as Madrid or Barcelonathese ZBE are already in force, although in the case of the capital of Spain, important new features will be introduced from January 1.

The City Council of Madrid will activate a new restriction on the most polluting road traffic from next Sunday, January 1: cars with environmental classification A that are not registered or pay the mechanical traction vehicle tax in the capital will not be allowed to circulate through the capital M-30. This measure, considered in
the Sustainable Mobility Regulation (WHO) In order to continue to improve air quality and to comply with the European directive on this subject, it will be added to the directive that was introduced on 1 January 2022 and limits the access and traffic of this type of car within the M ring road.

But another novelty as of January 1 is that the access of light trucks with classification B to the interior of the ZBE Central District will be extended for one year, so that this type of vehicle can continue to circulate as before.

Madrid LEZ gradually limits, until 2025, the transit of the most polluting cars on urban roads, i.e. those
they run on petrol and were registered before the year 2000 and diesel vehicles before 2006.

Asó, in Madrid and since January 1, 2022, access to and movement on public urban roads within the M-30 has already been banned, with the exception of the M-30 itself.

This restriction will be extended in a few days, as from January 1, 2023, the same cars will be prohibited from entering and driving through
urban public roads within the M-30 and of the M-30 itself.

For the next few years, from January 1, 2024, the aforementioned vehicles will be prohibited from accessing and driving on all urban public roads in the municipality of Madrid.

And finally, the municipal regulations envisage that, from January 1, 2025, the 2024 ban will also apply to A passenger cars domiciled in Madrid and registered in the IVTM register of the Madrid City Council. From this date, vehicles A that are not passenger cars (lorries, vans, motorcycles and mopeds) will not be able to enter or circulate in the capital, which had no restrictions until December 31, 2024.

Thus, the entire municipal area is gradually becoming a coexisting low-emission zone (Madrid ZBE).
with the two ZBE of special protection in force, District Center and Plaza Elíptica, which have stricter access criteria.

However, there are some exceptions where unbadged cars are allowed to run on the M-30.

For example, from January 1, 2023, unbadged vehicles registered in Madrid since at least January 1, 2022 and appearing in the City Council’s tax on mechanical traction vehicles may continue to circulate on the M-30 from January 1, 2023. January 1, 2023. from Madrid. Those registered on later dates will not be admitted.

And also
vehicles with license plate A other than passenger cars: motorcycles, mopeds, trucks or vans; the vehicles used to transport people with parking cards for people with reduced mobility (these must be registered in the Madrid Low Emission Zone Access System) and finally the vehicles that are considered historic and that meet the requirements of the new regulations .

The Environment and Mobility Area will set up a special surveillance operation consisting of mobility agents to ensure compliance in the M-30 and its interior. The troops are placed in random positions.

No access allowed to Madrid ZBE, as with the other two ZBDEP, until March 20, 2022, meant a minor traffic offense in accordance with the provisions of Articles 18 and 75.c) and
can be penalized with 90 euros (45 euros if prompt payment is concerned), in accordance with Articles 80.1 and 81 of the Traffic, Motor Vehicle Traffic and Road Safety Act.
