From 2023, all cities with more than 50,000 inhabitants must set up low-emission zones (ZBE), which restrict traffic within them. This can be access, parking or, in the most extreme form, circulation, depending on the DGT’s eco-labels.

According to the calculations of the Association of Vehicles Affected by Environmental Restrictions (Avarm), about 17.2 million vehicles — more than half of Spain’s mobile fleet, i.e. about 30 million units — will be affected by the ZBE from that date.

Of these, 5.5 million have no label, 5.9 million have the characteristic B and 6.1 million, the C. According to Avarm, the Royal Decree regulating the construction of these zones — currently being prepared by the Ministry of Ecological Transition —
does not take into account the rights contained in the Constitution and presupposes an abuse for the Spanish conductors.

Moreover, if cities with more than 20,000 inhabitants exceed the limits of Royal Decree 102/2011, they will also have to apply these measures in their municipality.

The creation of the new standard, which will be approved this quarter according to Europa Press, has been undertaken to avoid situations such as those that occurred in Barcelona, ​​in which the Supreme Court of Catalonia annulled its ZBE by claiming that “reports lack to support some restrictions, exceeding the geographical scope and too much limitation on the type of affected vehicles».

For the association, «
the DGT’s environmental classification criteria are unfair and ineffective and it is not adjusted for the actual emissions of each vehicle” as it does not take into account other factors such as vehicle condition, power, size, use or actual number of trips.

Avarm asks that there be no change in people’s mobility without first going through a plebiscite, and not by “autonomous parliamentary groups that do not represent the general majority.”

“Imposing a hierarchical pyramid in which the private vehicle is relegated to last place presupposes an interference with the freedom of personal decision,” they argue, calling for telecommuting in all possible cases and that transport is not used last mile to transport the precarious. work of «horsemen».

In addition, they confirm from the association that “the evaluation of the environmental impact of vehicles has been done in a simplistic way, focusing only on tailpipe emissions, assuming that the electric car does not pollute during production and recycling.”
