The clerk was preparing sheets of EPE foam at a warehouse in Huizhou City, Guangdong Province, when he acted recklessly. He held his lighter to it and the flames spread quickly. The newly manufactured EPE reels were reportedly still covered with flammable butane, which is used in the production of the plastic.

The man tried to put out the fire with his hands. When this failed, he rushed outside to call for help. Meanwhile, the plastic bales were ablaze.
