The Basque Parliament has a monographic session on the measures to be taken by the Basque government in view of the consequences of the war in Ukraine, at the request of EH Bildu. The Basque government will approve the new measures, as explained by Urkullu, at the next Governing Council, on Tuesday 12 April.
The new measures “respond to the requests of the economic and social actors at the table of social dialogue, the clusters and the sectors directly affected,” said de Lehendakari, also adding that “they include suggestions from the parliamentary groups “.
In particular, the “social rescue fund“It will be endowed with 15 million, with social aid for the most vulnerable people (such as emergency social assistance and to reduce energy poverty or for the integration of the homeless) and also for the reception of Ukrainian refugees.
Concerning the “economic rescue fund“, will receive EUR 143 million and propose to increase the aid programs for businesses and micro-SMEs by EUR 63 million. It also proposes to increase the additional support to companies in the first sector by 60 million, additional support to the commercial sector worth 20 million and additional liquidity measures with an additional allocation of 40 million.
The Lehendakari explained that the new measures will complement the “immediate” measures taken at the start of the crisis, always in line with the measures taken by the EU and the government of Spain.
He has stated that he will “continue to evaluate the situation, analyze the degree of effectiveness of the measures taken and expand them if necessary”. As he has noted, Euskadi has “the resources to do it” and has defended “responsible handling of leftovers
In this sense, the Basque government is evaluating other “transformative measures”, under “the highest budgets in our history”, including a centralized energy purchase program and a food chain price observatory.
“Our own and balanced model works”
De Lehendakari has warned that the situation is “very serious” and that its repercussions will continue over time, but he assures that Euskadi’s “own and balanced model” is working.
Compared to other proposals from the political groups, such as the “protection economy”, he assures that “the best protection is to guarantee economic growth and employment”. As for cutting taxes, Urkullu has called for “prudence”. “There is no social balance and quality public services without fair taxes,” he says.
Likewise, he also asks for “prudence” when talking about a salary increase, as “the most valuable asset is employment”, and “unilateral decisions” could jeopardize this. “Income agreements must be negotiated by economic and social actors. The government can help with these agreements, but we cannot replace the key players in the negotiations,” he said.
