As the war in Ukraine continues to escalate and the threat of the use of nuclear weapons is debated, calls for a diplomatic solution are growing louder. At a panel of experts at the Austro-German Country Forum on Tuesday evening, participants agreed: “Only Biden and Putin can end this war.”
According to German Brigadier General Helmut W. Ganser, Russian President Vladimir Putin was aware that Ukraine’s defense depended on the United States because, “Without support, Ukraine would no longer exist.” “President Biden has a duty to try to end this war,” demanded former German Colonel Wolfgang Richter. This would not be a capitulation to “imperialism and annexations”, but was necessary to “avoid a tipping point in a nuclear catastrophe,” he added.
Ganser also believes that the Kremlin chief is not afraid to use tactical nuclear weapons in Ukraine. The Russian president knows that his people are more willing to suffer than they are in the West and will not shy away from the status of a pariah state in the greatest need. Meanwhile, former army brigade Walter Feichtinger sees no increased risk of a nuclear “taboo break”. Putin has always acted rationally: “I don’t think the willingness to take risks is so great as to go as far as self-destruction.”
Feichtinger: ‘Crimea is the red line’
Russia’s nuclear doctrine provides for nuclear strikes to be carried out only in the event of an “existential threat” to the country. According to Feichtinger, the Ukrainian advance into areas annexed by Russia does not constitute an “existential threat” nor a threat of a nuclear attack: “The (peninsula) of Crimea is the red line. In terms of military strategy, Crimea is indispensable as a base for the Russian Black Sea Fleet.”
