Tapia has appeared before the Sustainability, Environment and Natural Environment Committee of the Basque Parliament, at the request of PP+Cs MP Muriel Larrea to report on the pollution problems that the inhabitants of Legutio (Álava) suffer, especially those who live in Urrunaga, as a result of the activity of companies classified as potentially pollutinglocated in the industrial area of Goiain.
The Goiain Industrial Park, located in Legutio, carries out various activities not only by companies classified as potentially polluting, and has ensured that the regulations that regulate and measure pollution from the point of view of prevention and integrated control “it has been completely fulfilled” and “all activities are regulated.”
As reported, there are four companies classified as potentially polluting in Goiain: Reydesa Recycling, dedicated to the fragmentation and separation of metal waste; Deydesa 2000, dedicated to crushing and separating metal and plastic waste; Refinería de aluminio SL or Refial, of cast aluminum; and Residues of Aluminum or Resal, which treat aluminum slag.
Tapia explained that the Deputy Ministry of the Environment of the Basque Government is the competent authority for the control of emissions and discharges, as well as for the landfill of waste. In that sense, he stated it these facilities have been inspected according to the approved program, and has reported that in some cases these inspections have resulted in requirements for rectification of a number of failures, elements that were not in accordance with the regulations, and also gave rise to three disciplinary proceedings.
Closure of facilities
The consultant has reported that on August 17, 2022, the integrated environmental permits issued to Reydesa and Deydesa have been reviewed and amended, and certain technical conditions have been placed on the facilities to minimize or eliminate atmospheric and acoustic emissions, through the enclosing storage and treatment facilities.
The program counselor explained that the European standard that sets the conditions that apply to all facilities does not require this enclosure. Despite not being mandatory, it is nevertheless included in the environmental permit because “they result from the fact that in the current development of the activity atmospheric and acoustic emissions are produced, the generation of which is technically possible to minimize or eliminate, due to the closure of the storage and processing facilities.
“We know that they have been appealed by the companies, citing that there is a legal obligation for certain urban restrictions and that the fence is incompatible with the current urban situation. We’ll see how we proceed,” he stressed.
In this regard, he pointed out that on November 4, the Basque government met with the Boards of Directors and the Municipal Council of Legutio to inform them of the amendment of the Integrated Environmental Permit, explaining that “for compliance with it, it is the punctual amendment of the environmental permit required”. urban regulations of Legutio”.
“We wanted to define and clarify with them the will to proceed with this measure to remove the inconvenience. From our side it is an express will and I understand that the City Council and the Board of Directors also demand it,” he added up to it.
As reported, at that meeting all administrations agreed to continue working and met on November 30, along with the Álava Development Agency, responsible for the industrial estate, and the companies to “continue working along established lines”.
