Hours earlier, in his nightly message to the public, he had announced the creation of a network of 4,000 civilian service points across the country to provide basic services in the event of prolonged blackouts due to Russian attacks. These points are free, open all day and provide citizens with access to “electricity, mobile communications and internet, heating, water and a first aid kit”.

On the other hand, British intelligence has warned that Russia has depleted its stocks of Iranian drones following its campaign of attacks against Ukrainian civilian infrastructure, especially the electrical system. The latest published report claims that facing a shortage of cruise missiles, Russia has launched hundreds of Iranian-made drones over the past month and a half, but no drone strikes have been reported since November 17, leading the British Ministry to conclude that “Russia has current stocks probably close to exhaustion”, although it will try to replenish stocks.
