European Union High Representative for Foreign Policy Josep Borrell last night announced an agreement between Kosovo and Serbia to resolve the crisis created by the controversial regulation to impose Kosovar license plates on Serb communities. “Serbia will stop issuing number plates with the names of Kosovo cities and Kosovo will stop further actions related to vehicle re-registration,” Borrell said in a statement.
In addition, the head of European diplomacy said that “in the coming days” the EU will invite the parties to discuss next steps towards full normalization of diplomatic relations between Kosovo and the government of Serbian President Aleksandar Vucic. Following Borrell’s announcement, Kosovo’s Deputy Prime Minister, Besnik Bislim, said on his Twitter profile that regardless of the agreement, “intense” talks under the EU proposal should continue.
Serbia and Kosovo on Monday ended a high-level meeting in Brussels without agreement to resolve the conflict sparked by the controversial rule to impose Kosovar license plates on Serb communities, after Pristina rejected a proposal from Brussels. Kosovo Prime Minister Albin Kurti announced that same day that he was delaying the application of fines for Serbs living in the region who have not registered their vehicles, a 48-hour extension used by the EU to boost negotiations.
For weeks, European diplomacy had been asking Pristina to work for the creation of a community of Kosovo Serb municipalities, as agreed in the Brussels Dialogue, while Belgrade demanded the return of Kosovo Serbs to the institutions after the resignation of its charges en bloc .
