The Ukrainian forces are making slow progress in their counter-offensive, but the strong fortifications of the Russian invading forces are causing problems. According to military experts, cluster munitions could significantly weaken the Russians. Cluster bombs are controversial as a brutal weapon, but the US government is now seriously considering making them available to Ukraine.
This is reported by the American broadcaster CNN on the basis of various people familiar with the case. A decision from President Joe Biden is expected soon, and cluster munitions warheads are already included in a military aid package that the US will provide to Ukraine in July. “These weapons would undoubtedly have a major impact on the battlefield,” said a US official.
Ukraine has been asking for ammunition for months
Cluster munitions are rockets and bombs that explode in mid-air above the target, releasing many small explosives. The Ukrainian government has been demanding such war equipment from its allies for months, arguing that it can be used to counter superior Russian artillery. They also want to use the controversial weapons exclusively on their own territory against the invaders.
Cluster bombs are considered cruel and banned internationally. Because unexploded cluster munitions often go undetected and pose a long-term threat to civilians who accidentally stumble upon the deadly traps – often years later.
Concerns from NATO countries
An agreement signed in Oslo in 2008 therefore prohibits its use. 110 countries have ratified it, including Austria and many NATO countries. Partly because of their concerns, the United States has hesitated to deliver, even though – like Ukraine and Russia – it is not one of the signatories.
The changed conditions on the battlefields in southern and eastern Ukraine have led to a reconsideration of the no to the use of cluster munitions, US officials told CNN. Because the Ukrainian offensive launched in early June has not progressed as far as hoped. If it continues, there are doubts whether Ukraine’s stockpiles of artillery ammunition will be sufficient.
“Could be handy”
Cluster munitions could help here. The US stockpiled enough of it after deciding to phase out its use in 2016. The weapons would be “useful” to Ukraine, Laura Cooper, the Pentagon’s deputy secretary of state, said last week, “particularly against entrenched Russian positions on the battlefield.”
Ammunition is already being used by both sides
Cluster munitions have been used by both sides since Putin’s forces invaded Ukraine in February 2022. According to the International Coalition Against Cluster Munitions (CMC), Russia has used the weapons hundreds of times, including against civilians. FSeveral operations have been documented for the Ukrainian side. According to media reports, Turkey recently sent cluster munitions to Ukraine.
