The draft of the Income and Inclusion Guarantee System Act integrates the IMV into the CAV’s administration and broadens the basic principles in which it is received. These are the main innovations included in the proposal.

The new law that will design the aid system of the Basque Autonomous Community, called the law of the Basque Income Guarantee and Inclusion System, has already been proposed within the Basque government and sent to the Basque Parliament for discussion and approval.
The design integrates the Minimum Vital Income into the Basque system, extends the cases covered, improves the amounts and “simplifies and accelerates” management towards a more “agile, modern and clear” model.
These are the most important innovations included in the proposal, according to the management itself.
Improvements for:
Ladies: in case of divorce, mediation and for victims of gender violence, human trafficking and sexual exploitation.
minors: Less registration is required, there is no top or addition, and the provision is maintained even if there are non-compliances.
People with Disabilities: the registration requirement is reduced by 33% of the recognized incapacity for work.
victims of terrorism: seniority is not required in the census.
retirees: the amounts to be received have been improved
refugees: seniority is not required in the census.

o Ordinary and exceptional coexistence units are defined
o The limit of benefits recognized by place of residence is lifted
o A reduction coefficient is included when there is more than one cohabitation per household
This preliminary project foresees that the amounts will be updated every year through the budgets of the CAV, but the basis will be the same as recognized in the IMV. If approved this year, these would be some changes:
– A person single adult would go from 727 euros to 737.45 euros.
Two adults, from 934 euros to 983.26 euros.
– An adult with a minorfrom 987 euros to 1007.84 euros.
– Two adults with a minorfrom 1,033 euros to 1,130.75 euros.
– An adult with two minorsfrom 1,003 euros to 1,155.33 euros.
– Two adults with two minorsfrom 1033 eros to 1278.24 euros.
– Two adults with three minorsfrom 1,033 euros to 1,425.72 euros.
– An adult person retireefrom 835 euros to 934.10 euros.
Two adults, one of whom is retired, from 1,043 euros to 1,179.91 euros.
Three adults, one of whom is retired, from 1,127 euros to 1,327.40 euros.
