The Lehendakari asks for more agility in the materialization of European funds and more participation in the PERTE

the lehendakari, Inigo Urkulluhas assured that the right approach to using the European funds of the Recovery and Resilience Mechanism (MRR), which is part of the Next Generation EU initiative, is essential, and has therefore called for greater agility in its implementation of the European countries, as well as increased participation in the strategic projects for economic recovery and transformation, PERTE.

“It is urgent that the resources be nimbly and constantly flowing into the productive fabric of the Basque Country, and in a very special way it is important that small and medium-sized companies have access to these funds, because we risk that bureaucracy suffocates them” , said the lehendakari in the context of the Next Generation conference organized by the the economist

At the start of the day, the Lehendakari assured that he was aware of the “huge” management effort involved in realizing the European funds allocated to the Spanish state, recognizing the momentum given over the past year with the approval of nine PERTE. However, he stressed that most of the approved PERTEs have not yet come out in calls. In this sense, he recalled that, according to the stability program itself sent to Brussels by the Spanish government, of the EUR 52 billion budgeted for the fiscal years 2021 and 2022, EUR 12 billion, or 23%, has been paid.

Nevertheless, the Lehendakari stressed that the Basque government is permanently open to cooperation with the Spanish government, “to accelerate the management and realization of the funds, always based on the commitment to monitor and control them jointly, online with European regulations.

On the other hand, the Lehendakari stressed that the Basque projects are in line with the strategy set by Europe and the Spanish government, and that the announced PERTE adapts “like a glove” to the Basque productive fabric, and “we have and solid projects” in the fields of electric vehicles, advanced health, renewable energy and hydrogen, agri-food, new language economy, circular economy, digitization of the water cycle, space, marine, microchips, social and care economy.

Likewise, the Lehendakari has proposed a greater role for the regions in the implementation of the funds, through regional PERTEs, as he believes that regional governments are “the institutions with the greatest knowledge and understanding of the productive fabric, its needs, strong points and areas for improvement.

De Lehendakari has also assured that he considers the participation of the Autonomous Communities necessary in the drafting of the addendum to the Spanish recovery plan, to be submitted to Brussels in order to qualify for the 70,000 million euros in loans. In this sense, he acknowledged that “an opportunity presents itself to involve the Autonomous Communities in the design of reforms and investments, within the scope of our competences”.

Finally, Urkullu assured that “we are at a crucial moment and that an optimal scenario is emerging to collaborate on global transformations and that for this Next Generation EU is the tool to advance this process of green, digital and social transformation “.
