Report obtained – terrorist plans in Vienna: IS fan (17) is guilty

The 17-year-old IS supporter, who, according to his own statements, wanted to commit a terrorist attack at Vienna’s main station with a combat knife on September 11, 2023 and withdrew at the last minute, was up to date and therefore guilty. This is the conclusion of a report by child and youth psychologist Julia Wachter, commissioned by the judiciary.

According to Wachter’s expertise, the boy has an adjustment disorder and a combined developmental disorder. However, according to the report, this condition does not correspond to a mental illness, a serious disorder of consciousness or another serious mental disorder equivalent to this condition. Therefore, there is no reason to rule out guilt.

The public prosecutor can file charges
The Public Prosecution Service in Vienna can therefore consider the 17-year-old, who is being investigated for a terrorist group, as responsible. She can charge him under the Terrorism Act and bring him to justice once the investigation is complete.

Boy isn’t dangerous enough
The expert is of the opinion that the young man, despite his radical Islamic views, is not currently considered dangerous enough to suggest mandatory detention if convicted under Article 21(2) of the Criminal Code.

An insecure personality developed
The 17-year-old developed an insecure personality due to the early loss of his mother – who died when he was six years old – and negative experiences such as bullying at school. However, the report shows that the requirements for placement in a forensic therapeutic center cannot be justified ‘from a clinical psychological and youth psychological perspective’. However, the expert warns of risk factors that could increase the likelihood of future crimes, including violence or sexual offences.

Order probation and psychotherapy
It is recommended that he be placed in a residential community with intensive support and that he undergo probation, psychotherapy and participate in a deradicalization program.

Four alarming signals
During examinations in the context of the DyRiAS procedure, which recognizes signs of radicalization, the young person showed a clear tendency towards radicalization in all thirteen areas examined. There were also four alarming signs, including a desire to join ISIS, access to weapons and an extremist environment, and participation in radical online chats. He had announced the attack on the central station to die as a ‘martyr’ and go to paradise.

“They drive people crazy”
In a conversation with the expert, the 17-year-old concluded by emphasizing that he was no longer a supporter of the terrorist militia ‘Islamic State’ (IS), but ‘just a normal, God-fearing Muslim’. When asked by the experts whether he felt hatred towards anyone, the young terror suspect replied: “Infidels, brutal police officers and homosexuals. They drive people crazy.”
