In public transport the minimum offer is 30%. In hospitals, the usual staff works in primary care on public holidays and on Saturdays. In Education there will be two people for access control, and one teacher per educational phase.

The Basque Government, in particular the Second Deputy Lehendakari and Minister of Labor and Employment, Idoia Mendia, adopted the order on March 8 referring to minimal services created for the strike called next Tuesday in the public sector of the Basque Autonomous Community (CAV), 12 March. According to the provisions, the essential services will be the following:

Health

– In the hospitalsDuring holidays, the usual staff will be working in emergency services, cooking, delivering food, cleaning strictly necessary for the operation of these services and caring for sick people admitted to hospital. The predetermined and non-delayable dialysis and oncological treatment processes will also be maintained.

– In the first carethe service corresponding to a Saturday must be provided, with the corresponding staff.

– In the PAC (continuous care point) and emergency services, the service is 100%.

– Finally in the call centerthe service will account for 50% of the staff normally providing these services.

Transport

– In buses, trains, trams, cable cars and river transport, essential services are equivalent to the 30%. This percentage will be distributed to give priority to lines that do not have alternative transport services or that are intended for health centers. The entry and exit times to workplaces must also be covered in particular. Services which, if applicable, commence before the start of the strike must continue until their usual route is completed.

– The service will be maintained road maintenancewith the staff and service that comes with a holiday.

Education

Two persons (one from the management team and one from the staff on each shift) to the access control to the centers.

– In addition there is a teacher person Through every stage education (preschool and early childhood education, primary education, ESO, baccalaureate and vocational training).

– Similarly, in pre-primary and primary education, from the 100 students enrolled in each phase, one more teacher will be added in each corresponding phase. And after 200, another person is added, and so on, for every 100.

– One instructional support specialist for each classroom.

– In Special Education Centers or in stable special education classrooms, 50% of the usual staff in the classrooms.

– The employees cleaning (Children and Special Education), 50%, will clean the floors, sinks, toilets and bathrooms and collect and dispose of organic waste.

– As for the staff of the kitchendining room service will be guaranteed, through the preparation of easy and simple food in the centers themselves by at least 10% of the staff.

– At the UPV, 1 person for access control per shift and 1 teacher for administering the exams provided in the academic calendar that have a final evaluation rank. In Musikene and the official language schools there is 1 person for access control and in the second case 1 teacher who takes the exams.

Social services

– In housesthe fifty% of staff providing direct care, except during normal meal times, and from 8:00 am to 10:30 am and from 8:00 pm to 10:00 pm, with this percentage increasing by 10%. This percentage will increase to 70% in the case of homes where the profile of users, in more than 70%, shows levels of recognized dependence of grade II or III. During the night shift, service is provided by 100% of the direct care staff. The health and kitchen staff will work 50%, and 20% in cleaning. One person per shift for surveillance and access control tasks.

– In the day centers, community housing for the elderly and special education centers, as well as centers for people with some degree of dependency or disability, direct care services will be maintained by 50% of staff, with the exception of meals, which will be increased by 10%. 50% of the care and kitchen staff has also been set as a minimum service. During the night shift, the immediate attention service is 100%. Special transport to the centers will be maintained in cases where this cannot be done otherwise.

– In the sector of home help Food services, daily personal hygiene and support work for health appointments that cannot be postponed will only be provided to people with degrees of dependency II and III.

– In residences, educational centers and community centers for minors, as well as in social intervention centers, the services related to a holiday are maintained.

Emergencies

– 100% of the SOS-DEIAK services. The rest of these services (emergency response and meteorology, firefighters, emergency posts and communications, road maintenance, including winter road service and emergencies in swamps, rivers and mountains, civil protection, Euskadi Traffic Management Center …) will remain with the staff. equivalent to a holiday.

Justice

– The actions of the Guard, the receipt and registration of documents, the distribution of urgent cases to the various judicial authorities, among others, will be guaranteed. – In the penitentiary centershealth care, food, communication and minimum visits and safety of the prisoners will be guaranteed on Saturday by the usual staff.

– In the training centers for juvenile justice. In the Ibaiondo educational center in Zumarraga (Gipuzkoa), the minimum services corresponding to a public holiday are on Friday. The rest retains the template corresponding to a holiday.

Electricity, gas and water. Holiday staff.

EITB. The daily information services are guaranteed at the usual hours.

Attention from the citizen. Zuzenean offices, one person per location and service. EJIE, holiday employee.
