The Spanish parliament has passed a controversial amnesty law for Catalan independence supporters.
By a narrow majority of 178 votes in favor and 172 against, deputies in Madrid approved Prime Minister Pedro Sánchez’s plan to form a government on Thursday. The law could also benefit former Catalan regional president Carles Puigdemont, who could return to Spain after years in exile.
Failed attempts to split off
The background is the failed attempts to separate Catalonia from Spain in 2017. The amnesty is intended in particular for the benefit of hundreds of activists who were prosecuted by the Spanish legal system after the failed secession.
The amnesty law, debated for months before the elections, is dividing Spanish society and leading to violent protests. A first draft failed in parliament at the end of January due to resistance from Puigdemont’s party. The text did not go far enough for her.
