The PNV has reached an agreement with the Spanish government on the prevalence of regional similarities over state and sectoral ones, as long as they are more favorable to workers.
The Council of Ministers plans to adopt a decree-law that includes the amendment of the Workers’ Statute so that Basque collective agreements, as well as all regional agreements, take precedence over state agreements. The change will take effect immediately as it is included in the legislative decree on subsidies approved today.
The prevalence of the Basque agreements was agreed in the investiture pact of the PNV and the PSOE of December 2023 and was in force until the Royal Decree incorporating these agreements fell on January 10, as it could not be ratified in Congress, as Podemos voted against, together with PP, Vox and UPN.
The PNV subsequently warned that it would remain “vigilant” so that the predominant role of regional agreements over state agreements returned to the Council of Ministers, after they disappeared from the legislative framework as a result of the repeal of the Labor Decree.
The PNV spokesperson in Congress, Aitor Esteban, has “entered into” the agreement. and has stated that “this historic demand will improve the working conditions of Basque workers, and also of workers in the rest of the state.”
