Long-range weapons – US against attacks on Russia’s interior

US President Joe Biden continues to oppose the stationing of long-range weapons in Ukraine. The US would not support Ukraine in using longer-range weapons to attack Russia’s interior.

“It makes perfect sense that Ukraine can eliminate or combat anything that crosses the border. On long-range weapons, we have not changed our position,” Biden emphasized at a joint press conference with Zelensky on the sidelines of the G7 summit. He had recently authorized Kiev to carry out limited attacks at shorter ranges beyond the Russian border.

Zelenskyj described the US-Ukraine security agreement signed at the summit as an important step towards his country’s NATO membership. The agreement “recognizes that the United States supports Ukraine’s future membership in NATO and recognizes that our security agreement is a bridge to Ukraine’s NATO membership.”

Moreover, Chinese President Xi Jinping promised Ukrainian President Volodymyr Zelensky not to sell weapons to Russia in a telephone conversation. “He gave me his word,” Zelensky explained.

“I spoke by telephone with the Chinese head of state. He said he would not sell weapons to Russia. We will see,” the Ukrainian president said.

Bilateral security treaty between Ukraine and the US
The US and Ukraine had recently signed a 10-year bilateral security agreement during the summit. The agreement commits Washington to training the Ukrainian military, providing defense equipment, joint exercises and cooperation in the defense industry – but not sending US forces. Kiev had previously signed bilateral agreements with Germany, France, Spain and Britain, among others.

As expected, the agreement does not contain any commitment to deploy US troops to defend Ukraine. Biden has always categorically ruled this out – despite recent calls from French President Emmanuel Macron to send military trainers there. According to the US government, it is more about ensuring that Ukraine can continue to defend itself. The agreement also contains no commitments to supply specific weapons systems. The US government viewed the agreement with Kiev as a message to Moscow that it was committed to continued and long-term support for Ukraine.
