Criticism of Asylum Policy – NGOs: “Raise additional income threshold for refugees”

On Wednesday, Caritas, Diakonie and Asylum Coordination once again called for a change of course in asylum policy on the occasion of the upcoming World Refugee Day. For example, access to social assistance for Ukrainians and raising the supplementary income threshold for all refugees are required. Both would facilitate integration into the labor market.

“System of Bullying”
Lukas Gahleitner-Gertz of the asylum coordination center strongly criticized the basic care system. This has become a “system of intimidation” and is not suitable for securing supplies or getting people to work. The high number of displaced persons from Ukraine makes the problems “more visible” and makes it clear that the system is “dysfunctional”.

Gahleitner-Gertz demanded a “complete reorganization”. The current crisis must be used for that. Instead, however, he noted a lack of political decisions and a lack of clarity in communication.

No right to assistance during asylum procedures
Maria-Katharina Moser of Diakonie explained that the advantage of Ukrainians who are granted protection status under the EU directive for temporary protection of refugees without examination is likely to become a disadvantage. Because unlike displaced persons who have gone through an asylum procedure, they would not be entitled to social assistance benefits. The basic care system is only intended as a “temporary solution” until protection status is established. If the aid organizations have their way, it must fall completely. After all, these people want to work and ‘stand on their own two feet’, said Caritas president Michael Landau. Individual groups should not be played off against each other, so it should apply to all refugees. Still, when asked, Landau said that Carinthia must give way to the dispute about raising the extra income limit for refugees from Ukraine: “Better take the first step now than take no step at all.” More refugee benefit should be blocked.
