Because readers are missing – “complete chaos” threatens: e-recipe for procrastination

The previous electronic submission of prescriptions as part of e-medication should end in July and only the new e-prescription should apply. But there is a shift in the room because if the actual plans had been implemented there would have been a risk of traffic jams in the pharmacies. The reason is essentially the lack of readers for the e-card. The Chamber of Pharmacists warns of a “fiasco”.

The postponement – the chamber demands it before the end of the year – has not yet been determined. The coalition did, however, submit an amendment to the Health Telematics Act to the National Council on Wednesday. Although this is almost without content, it serves as a so-called “launcher”, meaning that real content can still be entered in the event of a political agreement before the decision is made.

Time is running out
Time is of the essence and what is really needed is a decision in a special session of the National Council or a retroactive arrangement if the amendment is adopted in July with transitional arrangements. Because the current legal situation is that from 1 July only the e-prescription will apply.

As the president of the Chamber of Pharmacists, Ulrike Mursch-Edlmayr, explained in the APA interview, this would have unpleasant consequences for patients. Because with e-medication it is also sufficient if you verbally state the citizen service number, which, for example, can also be used by relatives to collect the preparation. This can be typed in and the pharmacist will see the doctor’s prescription. With the e-prescription, the e-card is needed if the doctors do not print the prescription, which is becoming less and less the case. This must then be connected so that the pharmacy can read which preparation has been prescribed for the patient.

Long traffic jams in pharmacies feared
That in itself wouldn’t be such a big problem, but there are gaps. According to Mursch-Edlmayr, 5,000 card readers are missing and the provider cannot deliver them before September or October. About 100 pharmacies have only one reader. Queues for customers can be foreseen. The president says “complete chaos” would break out on patients’ backs. While there are theoretical alternatives referred to by Social Security, such as a separate app, they are barely known to the general public.

According to Mursch-Edlmayr, there are also shortcomings in the implementation of the e-prescription, especially in the case of drug prescriptions, which cannot be mapped at the moment. This also applies to heavy painkillers. Problems in nursing homes or with people in mobile care are programmed. The same goes for inhalers or IV devices.
