Millions for Kiev – US and UK put together new package

US Secretary of State Antony Blinken has announced additional economic and humanitarian aid to Ukraine totaling $717 million (around €650 million). Struggling Britain has promised even more – while Kiev has announced a “plan for victory”.

Blinken said at a news conference in Kiev on Wednesday that $325 million would flow to the country’s energy infrastructure, which was badly damaged by the war. Britain will even contribute 600 million pounds (712 million euros).

This was announced by British Foreign Secretary David Lammy, who is also in Kiev. The US is providing another $290 million in humanitarian aid, including for the provision of clean drinking water, Blinken said. Another $102 million will be used to fund mine clearance efforts.

The US and Britain stress their support
Blinken and Lammy traveled to Kiev on Wednesday for talks with Ukrainian President Volodymyr Zelensky on further support in the defensive war against Russia. It was the fifth visit by the U.S. secretary of state to Ukraine since the Russian invasion began in February 2022.

“Britain’s support will continue,” Lammy stressed. In 2024/25, £242 million of the £600 million will go to emergency humanitarian aid, as well as the energy sector and support for reform and reconstruction.

Kiev wants to present a “Plan for Victory”.
Ukraine continues to face a difficult military situation: Russian troops in the eastern Ukrainian region of Donetsk continue to advance towards the logistically important city of Pokrovsk – despite the Ukrainian counteroffensive in the western Russian region of Kursk.

Ukrainian President Volodymyr Zelensky, after receiving Blinken and Lammy, described US support for his country as a crucial factor in fending off Russia’s war of aggression.

“The plan for victory (…) depends primarily on the support of the United States. And other partners,” he said at a news conference. The plan, the details of which are to be presented before the planned second peace conference in Ukraine, aims to “seriously strengthen Ukraine” and “force Russia to end the war.”

Kiev has long demanded that US and British weapons be allowed to be used against targets on Russian territory.
