Osakidetza presents a new OPE model to the unions, ‘more flexible’

Osakidetza today addressed the trade unions with representation in the Basque Health Service anew OPE model“More agile and that meets the stabilization needs of the workforce.”

The proposal has been transferred to the sectoral table held this morning at the headquarters of the Directorate General of Osakidetza in Vitoria-Gasteiz, as reported by the Ministry of Health of the Basque Government in a note.

Moreover, Osakidetza has a recruitment program for vacancies that are difficult to fill which aims to fill those jobs in health centers and PACs that, due to various circumstances, are less attractive to professionals and therefore remain vacant.

As the Minister of Health explained in the Basque Parliament a few days ago: Alberto MartinezHiring specific positions that are difficult to fill and that include measures that promote loyalty and sustainability is “one of the major priorities” of the Ministry of Health for the current term. In this sense, Osakidetza has proposed a contract program with “concrete” incentives that can facilitate coverage and guarantee the delivery of the service.

In addition, Osakidetza has proposed organizing a special OPE through a competition for positions that are difficult to fill. Likewise, it has also submitted a proposal to create a new PEO model that will allow “to streamline Osakidetza’s selection and supply processes and respond to the needs of stabilization and renewal of the workforce.”

Finally, Osakidetza presented a schedule for the development of actions for various projects running between now and the end of the year.

For its part, the union IF has demanded that the Ministry of Health stop the “privatization” of Osakidetza warehouses and launch a consolidation OPE that will allow the temporary employment rate to be reduced to 8% “in all categories.”

As explained in a statement, the union asked the Sectoral Table for “the paralysis of the privatization project of the Osakidetza warehouses”, while employees of the Basque Health Service demonstrated in Álava for the same demand.

The union, which started ‘a long time ago’ legal route in light of this privatization” – which continues its course – – has warned that “the change in the model will mean the destruction of jobs and the weakening of Osakidetza.”

The Abertzale union has demanded that an extraordinary consolidation OPE be convened to stabilize the economy 24,000 temporary workers that “chain contracts for years.”
