Von der Leyen proposes investigating “return centres” outside the EU for illegal migration

The President of the European Commission sends a letter to the 27 with proposals on immigration matters, proposing a change in regulations to accelerate deportations and putting on the table the model implemented between Italy and Albania.

The President of the European Commission, Ursula von der Leyenhas proposed to European Union leaders to explore the idea of ​​development “return centers” of illegal migrants outside the EU. It is an idea that is included in one of the ten points that Von der Leyen develops in a letter addressed to the Heads of State and Government of the EU with a view to meeting which they will hold in Brussels next Thursday and Friday, and in which migration is one of the most prominent points on the agenda, and which his cabinet has made public.

Within the section ‘Designing innovative ways to combat illegal migration’, the German believes that the EU should continue to explore possible ways forward regarding the idea of ​​developing return centers outside the EU, especially in view of a new legislative proposal on return, and believes that “lessons can be learned” from the “practical experience” of the agreement between Italy and Albania.

This will, he says in the letter, be one of the tasks that the future Commissioner for Home Affairs and Migration, the Austrian Magnus Brunner, will have to look for operational solutions that help combat illegal migration in the EU.

“I have tasked the Commissioner for Home Affairs and Migration to lead reflections on operational solutions that will help combat illegal migration and to address the proposals made by many Member States in this area, taking into account the principles and EU values, obligations under international law and the protection of fundamental rights, while ensuring sustainable and fair solutions for the migrants themselves,” writes Von der Leyen.

This invitation to explore ‘return centres’, perhaps reminiscent of Britain’s plan to open similar centers in Rwanda, coincides with the transfer of the first group of migrants from Italy to Albania, where they will arrive tomorrow.

Von der Leyen also announces in her letter that she will present a new legislative proposal that will define “clear” cooperation obligations for returnees and effectively accelerate the return process, with the digitalization of management and the mutual recognition of everyone’s decisions.
