The measure limiting rental prices in Iparralde will come into effect on November 25

It will be implemented in 24 municipalities of Lapurdi declared stressed, which are divided into three zones. An average rental price per square meter has been set in each of them.

The measure that will limit the rental of homes Iparralde will come into effect November 25 and in a first phase it will be applied 24 municipalities emphasized from Lapurdi. The agreement was signed yesterday by Julien Charles, Prefect of the Pyrénées-Atlantiques, and Jean René Etchegaray, President of the Commonwealth of Iparralde, who defended the measure as a necessary tool to tackle the housing problem.

They are defined three zones (first, second and third) and in each of them an average rental price per square meter has been set. It is in the first area where the rent will be more expensive: 12.5 euros per square meter. Baiona, Angelu, Biarritz and Saint Jean de Luz are some of the towns in that area. In the second zone, which includes municipalities such as Urruña or Arbona, the average price will be around 11 euros per square meter, and in the third zone, which mainly includes inland cities, the average price will not exceed 11 euros .

Under the new measure, homeowners can charge up to 20% more rent above the established average price. A minimum price of 30% below average is also recommended.

If the established amounts are not met, both owners and real estate companies can be fined between 5,000 and 15,000 euros.

During his appearance yesterday, Etchegaray assured that rental prices in Iparralde are approaching the prices of some metropolises and that it is therefore urgent to limit prices. For his part, Charles emphasized that in the French cities where the measure is in force (Paris or Bordeaux) they are already starting to notice its positive effects.

The measure has consequences for new rental properties or extensions of rental contracts. A website has been set up where all information on this subject is offered to citizens. For the time being, the scheme applies for two years.
