He Ministry of Education of the Basque Government has signed with the unions UGT, LAB and Steilas the new agreement for labor and special education teachers, which covers several categories and directly affects 1,600 people.
The largest group of professionals falls into the category of specialized educational support staff, consisting of 1,200 professionals.
The agreement agrees on aspects such as annual and weekly working hours, the hours spent on the functions of each category, the revision of remuneration and the stability of employment.
Likewise, the agreement includes, among other things, measures regarding licenses and permits in favor of mediation or the inclusion of the university degree in Sign Language in the category of Interpreters for students with hearing difficulties.
The Ministry of Education considers that this is a “good agreement for the professionals in the sector, for the students and, consequently, for the system” as it allows continued progress in improving the quality of inclusive interventions in education centers in the care of students with specific educational support needs and special educational needs.
According to LAB, which signed the agreement, it has moved forward with support from more than 63% of the representatives of this group. The previous agreement dated twenty years ago, in 2004.
With the new agreement, according to LAB, the salaries of the group of education support specialists, sign language interpreters and transcribers will be equal to those of the teachers of the Haurreskolak Public Consortium.
On the other hand, a schedule has been established that reduces the workload and allows participation in the decision-making areas of the center, reduces direct attention to 25 hours and provides 5 hours per week for coordination and preparation of materials in the center. center.
It has also been agreed, according to LAB, that in all categories the temporary employment rate will be less than 5% and that the PPOs will be conducted every three years, with their models subject to negotiation.
Finally, the possibilities to combine care with paid work are being expanded, compensation and points have been obtained for the availability and mobility of replacement staff and the Basque language profile C1 is required to be registered on the lists.
ALS does not sign
On the other hand, ELA did not sign the agreement because, in its opinion, the main requirements of the sector were not taken into account.
In concrete terms, he criticizes that purchasing power will not be restored because salary increases are not provided for all groups with reference and guarantee from the CPI, and in the signed agreement there is no retroactive effect because the salary increases apply to 2025 and 2026.
According to the ELA, no formula has also been specified to reduce actual temporality through consolidation to 8% and many issues are left for future negotiations.
