Euul offers a guide for municipalities for the regulation of tourist houses

Date:

It is an orientative guide, not a “mandatory” compliance manual, and is looking for a “sustainable tourist use, social, economic and environment”.

The Edel Basque Municipal Association has developed a guide for municipalities that offers “common bases and orientations for regulations” of Huizen (VT) or Tourist Rooms (HT).

The guide responds to the petition of the Basque Parliament and is presented after the meeting of the President of Edel, Esther Apraiz, with the Minister of Tourism, Javier Hurtado.

APRAIZ has specified that it is not a “mandatory” compliance manual, but one “valuable instrument“To integrate tourism in the design of the model of every city/city, facilitating the balance of use and trying to prevent damage to the citizens of the citizens in the tourist areas and the neighborhood in general.

The guide proposes a series of measures to make a “possibleSustainable, social, economic and environmental tourist use

EuDel is based on one “Rigorous study” of the regulation of tourist use in 33 municipalities of the CAV; An analysis of the evolution of the VT and HT in Euskadi; And a comparative situation and regulations with other autonomous communities and countries in Europe and the US to complete the guide.

In particular, Edel points out that “it is not possible to regulate the use of VT or HT only via a regulation, but must be done by the specific assessment or adjustment of the municipal planning.”

Despite the increase in tourism, Euel recalls that the greatest demand for tourist accommodation meets the traditional supply, although the Third of tourists already opt for the VT or HT.

In that sense, Bilbao and San Sebastián accumulate almost half from VT and HT from the CAV.

These are some of the Recommendations That collects the guide:

– Differentiation between tourist houses (tertiary use) and travel rooms (complementary use for residential), to prevent fraudulent use in the case of the latter.

– take into account the % of the places on residents and not just VT on houses

– Municipal regulation of municipal assessment homes (regulations or regulation) that explicitly exclude the activity of VT and HT in these protected houses.

– Tension areas: It is considered convenient to analyze the reality of the VT to assess the degree of tension on the municipal residential market and therefore to maintain the social function of homes and the right to housing.
