The Edel Basque Municipal Association has developed a guide for municipalities that offers “common bases and orientations for regulations” of Huizen (VT) or Tourist Rooms (HT).
The guide responds to the petition of the Basque Parliament and is presented after the meeting of the President of Edel, Esther Apraiz, with the Minister of Tourism, Javier Hurtado.

In particular, Edel points out that “it is not possible to regulate the use of VT or HT only via a regulation, but must be done by the specific assessment or adjustment of the municipal planning.”
Despite the increase in tourism, Euel recalls that the greatest demand for tourist accommodation meets the traditional supply, although the Third of tourists already opt for the VT or HT.
In that sense, Bilbao and San Sebastián accumulate almost half from VT and HT from the CAV.
