The human rights organization Human Rights Watch (HRW) has again accused Moscow of violating international humanitarian law and the law of war. Russian forces have repeatedly carried out unlawful attacks on Ukraine’s second-largest city, Kharkov, killing and injuring civilians and damaging health facilities and homes, HRW said in Kiev on Tuesday. All documented attacks took place in populated areas.
The organization accused Russia, among other things, of using explosive weapons with a large-scale effect and largely banned cluster munitions. Cluster munitions are rockets and bombs that detonate in the air above the target, releasing many small explosives.
“Premeditated attacks on hospitals”
The organization pointed out that deliberate attacks on hospitals or medical facilities that are not themselves used to carry out attacks are war crimes.

According to Human Rights Watch, eight unlawful attacks were documented in Kharkov and the neighboring city of Derhachi, which killed 12 civilians, injured 26 others and damaged at least five hospital buildings.
The number of civilian casualties – including children – has risen significantly since the beginning of the Russian invasion of Ukraine. Human Rights Watch cites information from the region’s deputy district attorney that 1,019 civilians have been killed so far, including 52 children.
