Moncloa admits negotiations with Esquerra and PNV will be “complicated”

Esquerra already warns it will make coalition partners “sweat” if they want to get their support in Congress

The government presented to Congress this Thursday the State General Budgets (PGE) bill for 2023, the latest from the legislature. A milestone for the coalition after resolving much of the disputes between PSOE and United We Can – those wounds caused by military spending – but that means no delay in Moncloa. With a parliamentary power of 155 deputies (waiting to replace Alberto Rodríguez’s seat), the executive is now preparing for another arduous negotiation, and this time admits it will get “complicated” with the allies of the so-called investment block: PNV, ERC, Meer Land or EH Bildu.

Although it has already bypassed this procedure in 2020 and 2021, the situation is now more complicated. For starters, 2023 is an election year, with municipal and regional elections in May and the cherry on top of the general election, which has no fixed date yet. This fact anchors the positions of these formations, who will try to drag the PSOE and United We Can into their positions against their constituents. The Purples have already warned the Socialists that it will be “difficult” for some partners to vote for some accounts that include a 25.8% increase in defense.

On the other hand, the government’s forecast on which the budgets are based is that Spain will grow at 2.1% of GDP in 2023, a figure the Bank of Spain cooled this Wednesday by cutting it to 1.4%.

From Esquerra, a formation of 13 parliamentarians in the lower house, spokesman Gabriel Rufián has already warned the executive that they will have to “sweat” to get their support. “Don’t let anyone vote for the ERC for anything,” he concluded, warning the PSOE that he thinks it’s “too quiet” in light of some laws Republicans don’t like, such as the audiovisual law, which “does not not respect the official language.

The PNV parliamentary spokesman, Aitor Esteban, has emphasized that the nationalists are not approaching the negotiations with “no red line”, but he warned Sánchez that he must honor the commitments made in 2022 to reach an agreement. “October -he predicted- will be a long month”.

The award of EH Bildu in return for his support, expressed by his spokesman, Mertxe Aizpurua, continues “progress in the social field”. «Next year, the last year of the legislature, there will probably be an extension of the Bills. That’s why it’s very important to close a lot of cases now,” he reasoned.
