In addition, this issue was recently the subject of discussion in the delegated Economic Affairs Committee following the presentation by the Ministry of Transport and Migration of a plan to expand this catalog with 31 new professions, all from the construction sector, with very specific profiles such as formworkers, plasterers, plumbers, electricians, construction managers, installers of waterproofing systems… who cannot be covered by nationals and are required to implement European funds. Currently, this catalog only allows you to bring in athletes, professional trainers, and sailors, as prior to this law, it was not possible to include profiles that had training with the Public State Employment Service (SEPE).
However, this proposal was not welcomed by the Ministry of Labour, which refused to submit this measure to the Council of Ministers, arguing that there are nearly three million unemployed in Spain, many of whom belong to the construction sector. In addition, the department headed by Yolanda Díaz claims that after several meetings with the social agents on this subject, it was concluded that there is no structural vacancy problem in Spain, except for certain highly technical job profiles or certain territorial tensions. moreover, it is well below the level of other European countries. For this reason, they see more of a problem of organization and of attracting workers from other sectors, with training and better offers.
For example, Labor has in any case paralyzed this initiative until it has been analyzed and evaluated with the unions, who also reject this initiative, and with the employers. In each case. the Executive expects to approve it before the end of the year.
