Spain requests the second disbursement of European funds for 12,000 million

The European Commission now has two months to approve the executive’s plans

The government of Spain has already formally requested the second disbursement of 12,000 million euros from the Next Generation funds financing the recovery plan, which will be added to the 9,000 million received in the form of pre-financing in August 2021 and to the 10,000 million of the first payment made by Brussels at the end of December last year.

As foreseen in the regulation, the European Commission now has a period of two months to analyze and verify the documentation submitted by the government for the disbursement, although no obstacle is expected in this regard.

In concrete terms, this item of European funds corresponds to the achievement of 31 milestones and 9 objectives that were already launched in the second half of 2021.

In general, this payment claim covers most of the measures to transform and rebalance industrial relations and the pension system in our economy, including the labor reform, one of the main programmatic obligations for this term, and the reform of the public pension system, according to which the revaluation rate of pensions is abolished and the preservation of their purchasing power is guaranteed.

Within the green and digital axis, this second payout application also includes the approval of the Roadmap for offshore wind energy and other offshore energies; the Strategy for safe, sustainable and connected mobility, the Charter of digital rights, the entry into force of the Royal Decree Act protecting employees who carry out home delivery activities using digital platforms or tax measures to accelerate the roll-out of the 5G network.

In addition, measures have also been taken to strengthen resilience, economic growth and territorial cohesion, such as the modernization of the tax authorities, the approval of the Primary and Community Care Action Plan and the improvement of the functioning of the food chain.

With this request, made by the General Secretariat of the European Funds, which is dependent on the Ministry of Finance and Public Administration, Spain becomes the first Member State to request this second disbursement and shows that it is the country that is furthest has progressed in the implementation of the Recovery Plan, Transformation and Resilience (PRTR).
