The government approves the reform that facilitates the integration of foreigners into the labor market and grants them permits if they are prepared in deficient sectors, and allows them to combine work and study

Foreigners trained in labor shortage sectors will find it easier to regularize their situation in Spain. This is one of the measures included in the royal decree that the Council of Ministers approved on Tuesday to reform the regulations of the Organic Immigration Act. The ultimate goal is nothing more than “to modernize the migration model so as to promote regular and safe migration under all circumstances”, as current procedures are in many cases “slow and inadequate” and “long periods of regularity, with high social and economic costs ”, as explained in the subsequent press conference by the Minister of Inclusion, Social Security and Migration, José Luis Escrivá.

For example, the reform updates the figures for settlement and family reunification, as well as a new figure for settlement through training, which will accelerate the regularization of migrants seeking training in particularly deficient occupations. In this sense, a residence permit for a period of 12 months is granted to foreigners who have resided in Spain for at least two uninterrupted years if they undertake to undergo regulated training for work. The statue, inspired by the German ‘duldung’, can be extended for another 12 months.

Another important change made to facilitate the integration into the labor market of people who are in Spain is to promote the sustainability of students, increase their employment opportunities and thereby attract international talent. To this end, students may combine work and training, provided that they are compatible with the studies carried out and do not exceed 30 hours per week, and restrictions on the integration of students into the labor market are lifted after a three-year stay in Spain is required to get a work permit). Escrivá estimates that about 50,000 foreigners will benefit. The requirements for access to self-employment, which were “extremely complex”, are also being modernised.

Similarly, the catalog of occupations in particular has been “reframing” the demand “so that recruitment can be generated at the origin in situations that justify it due to the evolution of the labor market” and the seasonal (circular) migration model has been “perfected”, all This goes accompanied by “improvement of management by reducing procedures and making administrative burdens more reasonable”, according to the minister. In this sense, the authorizations are multi-year and will be able to operate nine months a year for four years, and this model can be used by any industry where there is a labor shortage.
