EH Bildu and the Government of Navarra enter into an agreement to approve the budgets

For the fourth consecutive year, EH Bildu and the Foral Government (consisting of PSN, Geroa Bai and Podemos Ahal Dugu, albeit with the support of IE) are closed a budget agreement which will allow the clearance of the accounts for 2023.

On the other hand, corporate income tax remains the same and the tax is increased for capital income of more than EUR 200,000 and assets of more than EUR 3 million.

As emphasized by the Government of Navarre in a note (in which it contains the image of the company, illustrating this news), the parties agreed on “the global analysis of the budgetary context, characterized by the effects of the covid- 19 pandemic”. 19 and the effects of the war in Ukraine, with inferred factors such as inflation, the rise in fuel prices, gas and electricity bills and interest rates on mortgages. Therefore, they advocate combining “urgent and palliative measures” to respond to the situation, as well as other structural measures to face the challenges of the future.

The signing comes after weeks of negotiation and dialogue and coincides with the arrival of the draft budget at the Foral Parliament. The Minister of Economy and Finance, Elma Saiz, has handed over the draft with EUR 5,700 million to the Speaker of the Chamber, Unai Uhalde. The parliamentary procedure ends on December 22, with the adoption of the accounts in plenary.

EH Bildu: ‘The agreement omits the right’

EH Bildu has described the agreement with the provincial government as “satisfactory”, and has assured that it follows a “political logic” that leaves the law “out”. Araiz has revealed that the agreements on tax matters were “where the biggest difficulties were” and those who spent the most time on them. “One of the objectives was not to take any steps back compared to the previous legislature, where a transformation began. The objectives were that and that whoever has the most pays the most. We have not achieved a structural transformation, but we have made small steps,” he explains.

Aznal, for his part, has assured that this agreement “should serve to make progress in the remainder of the legislature, but also with a view to the next legislature.”
