The number of prisoners in Basque prisons has increased by almost 275 people since January 2021

The increase, as he explained, is due to the fact that, on the one hand, after the transfer of jurisdiction to the Basque Country – in October 2021 – “virtually everyone who comes here stays here”, and on the other hand, to the greater flow of transfers from the Spanish state . In that sense, he clarified that they have been for the past year 178 people were transferred to the Basque Country, 81 of them convicted of terrorism. As he has admitted, this increase “limits the possibility of accepting all requested transfers”, but “has not had a negative impact on the living conditions” of the prisoners.

The Counsel has appeared in the Chamber, at the request of PP+Cs MP Luis Gordillo, to explain the state of implementation of the Basque Prison Model and to present the Restorative Justice Strategy 2022-2025.

According to the data provided, of the 1,562 people deprived of their liberty, 1,381 have been convicted and 181 are in custody. Similarly, 841 inmates are in second-degree and 441 in various third-degree modalities. In addition, 230 people are on trial.

Regarding the grade progression, he has revealed that “in just one year it was possible to progress to third-degree penitentiary for more than 500 people”which, according to Artolazabal, has brought the Basque government closer to the 40% target it had set.

Artolazabal explained that the Basque Country has received “a complex legacy” with two outdated prisons, those of Bizkaia and Gipuzkoa, and “insufficient staffing in the Araba prison”.
