The sum of the data obtained in the previously conducted study (1960-1978) and the stream (1979-2015) by the Basque Institute of Criminology, yields a projected final figure that would exceed 1068 cases torture more than 891 people affected for the period 1960-2015, according to the Foral government which on Monday received the report ‘Investigations into torture and other ill-treatment in Navarre from 1979 to the present day’.

“Torture, something more than a sporadic and casual practice”
Laura Pego, Paco Etxeberria and Jeannette Ruiz Goikoetxearepresentatives of the (IVAC) presented the report to the Minister of Civil Relations, Ana Ollo, the General Director of Peace, Coexistence and Human Rights, Martín Zabalza, and the Director of the Community and Human Rights Service, Txema González.
The report, which “shows a major violation of human rights that has taken place in Navarre in recent decades,” was appreciated by Ollo, who deemed it “necessary” as it completes the report conducted in 2017 and will serve as a tool to help the open process of recognition of victims of acts incited by extreme right groups or government officials, which is carried out within the Recognition and Reparation Commission.
For years – he added – international organizations expressed concern in their reports that torture was more than a sporadic and accidental practice, and the report confirms what these organizations had emphatically noted.”
For Ollo, the document represents “a breakthrough towards clarification of the complaint of human rights violations in Navarre. It is essential to look critically at the past without forgetfulness or oblivion, because when we talk about human rights, we cannot forget the rights of some people, but we must take into account the rights of everyone,” he stated.
