The government intends to adopt a new security strategy before the end of this legislature. Experts have been calling for some time to adjust the ten-year-old safety doctrine. Given the Russian war of aggression against Ukraine, the Turquoise-Green coalition now wants to do something about it.
Neutrality will remain an essential part of the security doctrine in the future, the top government assured in the newspaper “Zeit im Bild” on Tuesday, the day Finland joined NATO. It is less important within the EU, but outside Europe it is important because of its role as a “mediator”, explains Chancellor Karl Nehammer (ÖVP). It is important to further develop neutrality so that Austria can make such a contribution “in the good tradition”, added Vice Chancellor Werner Kogler (Greens).
Response to “more hybrid” threats
The new security strategy is a response to the fact that the threat environment has become “more hybrid, more diverse”. Strategic national defense, but also economic resilience must be reflected in the new doctrine, according to the Chancellor. The energy and economic transition – with a view to raw materials and energy markets – is important to the green vice-chancellor given the experience with Russia. That would be an important contribution to more security, freedom and independence.
Current doctrine will soon be ten years old
The applicable security strategy was adopted by the National Council on 3 July 2013 with the votes of the SPÖ, ÖVP, FPÖ and Team Stronach. If the chancellor and vice-chancellor have their way, the new doctrine must be approved by parliament during this legislature, which is expected to run until autumn 2024.
