The Congress Table gives the green light to the ERC and Junts groups

Sumar has loaned two deputies to the ERC and the PSOE four to the Junts, aiming to reach 15% of the vote in Catalonia’s four constituencies.

The Board of Congress has given the green light to the parliamentary groups of ERC and Junts, who have registered with alternates provided by Sumar and the PSOE respectively, as they do not meet the requirements of the Regulation. The decision was passed by a majority, with the votes of the PSOE and Sumar, while the PP voted against it, deeming this loan to be a “fraud of the law”.

The Rules of the Chamber provide that to form a parliamentary group in Congress, more than fifteen deputies or a minimum of five seats plus 5% of the vote of all Spain or 15% in the constituencies where they have been present are required are.

In the end, PSOE and Sumar loaned them deputies to overcome the 15% barrier in Catalonia: add two deputies from En Comú to the ERC – Félix Alonso (Tarragona) and Jùlia Boada (Girona) – and the PSOE four from the PSC to Junts — Marc Lamuá and Blanca Cercas (Girona) and Andreu Martín and Valle Mellado (Tarragona).

For example, the Junts group has registered with eleven deputies and the ERC group with nine. When the procedures are completed, those of En Comú and the PSC are assigned to the origin groups.

The Congress Table has given the green light to the operation thanks to the majority of the PSOE and Sumar. The PP, in turn, voted against, considering this transfer of percentages to be a “fraud of the law”, changing the regulations and the will expressed by voters in the elections.

The delegate transfer route has been used in previous legislatures, such as when UPN joined CC so they had a group or when Foro helped UPyD reach 5%.

Vox has asked for the table’s decision to be revoked under Article 23.2 of the Ordinance, which states that “under no circumstances may deputies belonging to the same party form a separate parliamentary group.”
