The education law is being discussed for the first time today in the Basque parliament

Date:

The next step is to discuss the almost 300 partial amendments tabled by all groups. The Basque government hopes that this debate will take place in two months, so that the law will be approved before the end of the year.

The Education Law project, one of the most important regulations of this parliamentary term, took a new step on Thursday in the Basque Parliament, which has not accepted the law. amendments to the whole tabled by Elkarrekin Podemos-IU, PP, Ciudadanos and the far-right party Vox, thanks to the votes of PNV, EH Bildu and PSE-EE. In this way, the parliamentary groups will start debating all submitted partial amendments.

In this way, the amendments of the entire PP, Vox, Ciudadanos and Elkarrekin Podemos-IU have been rejected, a coalition that signed the education pact but distanced itself from the bill claiming that the agreement with the PNV was not respected. PSE-EE and EH Bildu.

The next step is to discuss the about 300 partial amendments presented by all groups. The Basque government hopes that this debate will take place in two months, so that the law will be approved before the end of the year.

Language models have also been at the center of much of today’s debate, with EH Bildu making it clear that she will not endorse the law “in any way”. The coalition parliamentarian Ikoitz Arrese He has assured that with the amendment in which PNV and PSE-EE clarify the validity of the language models, these parties are “changing the rules of the game and conditioning the process for the worse” and has warned that his group will not be in favor of a law “that responds to the internal partisan balance of the Basque government”.

The socialist parliamentarian Mary Jesus Saint Joseph has responded to Arrese, telling him that “it is striking that it is said that the collection of sociolinguistic reality determines the entire process” and that this statement was made by a group that in an amendment “declares the right of Euskal Herria to nation” includes. “‘If you go down that path, you’re in trouble,'” he warned.

Before listening to him, in turn, defend the law, the Minister of Education said: Jokin Bildarratzis convinced that the political groups will be able to “reach an agreement” on this issue during the debate on the amendments.

“Priority must be given to passing the law with the greatest possible consensus. Our society has changed, and so have the models. From there we must adapt to the new reality,” he defended.

The law will replace the law currently in force since 1993 and will regulate important aspects such as the end of fees in subsidized education centers. However, the main topic of the debate will probably be that of language models.

Although PNV and PSE-EE have agreed on a change to the language models, different interpretations exist between both parties. While the Socialists believe that this amendment guarantees the continuity of the current models, counselor Jokin Bildarratz has argued for their modernization so that each center can decide on its linguistic project. EH Bildu has also indicated that he does not agree with this formulation and has asked for clarification.

If everything goes according to plan, the law will be approved this legislature. However, trade unions and organizations in defense of public schools oppose the law because they believe that it does not place the public network at the center of the education system and does not end the problems of segregation by socio-economic origin.
