After the succession of mobilizations and polarization, a fierce debate is expected with the presence of the groups’ first swords. The person responsible for defending the law before the plenary will be the spokesperson of the Socialist Group, Patxi López.
The plenary session of Congress will host this Tuesday first debate on the proposed amnesty law registered by the PSOE. After the successive mobilizations and the polarization of the speeches, a angry debatewith the presence of first swords, and the votes are not calculated until late in the afternoon.
After the qualification by the Congress Council, in which the PP voted against, the amnesty law was published in the Bulletin of the Cortes and sent to the government to approve the debate, since the Constitution gives the executive power the authority to process legislative initiatives that determine fiscal policy, either as a result of an increase in expenditure or a decrease in revenue.
The government has 30 days to make a declaration, but on this occasion it still had 27 days to communicate to Congress its “consent” to the consideration of said initiative. There have been cases where it has acted even more quickly, such as the bill ending the crime of sedition, which took less than 24 hours to pass debate.
After receiving government approval, the Council of Spokespeople decided to schedule the debate to take into account the law for next Tuesday, a decision opposed by both the PP and Vox.
Apart from regulatory reform to regulate the use of co-official languages, another demand of independence supporters, the amnesty law will be the first legislative initiative to be discussed in Congress’ plenary this term. Although it was presented to the press by Minister Félix Bolaños, the person responsible for defending it before the plenary will be the spokesperson of the Socialist Group. Patxi Lopezand the person who will respond on behalf of the PP will be the head of the opposition, Alberto Núñez Feijóo.
Once the PSOE and its partners give the law a free hand to continue its parliamentary path, the Congressional Board will open an initial period for tabling amendments. Both the Socialist Group and its allies have requested that it be processed by the Socialist Group emergency routecutting all deadlines in half.
After that it will be like this the trial in the Senate, where the PP has an absolute majority and is determined to extend the deadlines up to the two-month limit set in the Constitution. From there it will go back to the House of Representatives for final approval and entry into force, expected in the spring.
