The majority of Congress on Tuesday supported consideration of a bill promoted by Sumar to restore universal justice and power judge in Spain for crimes of genocide or crimes against humanity committed anywhere in the worlda reform that was frozen in recent parliamentary terms, despite even having unanimity.
On this occasion, the PP and Vox showed from the stands their rejection of the reform, while the spokespersons of Sumar, Podemos and BNG accused Israel committing one genocide in Gaza.

An ‘unforgivable historical error’ that must be corrected, in the words of Sumar’s spokesperson: Enrique Santiagowho recalled that Spain was a pioneer in the prosecution of serious crimes that go unpunished in other parts of the world and considered it a “necessary humanitarian mandate” to guarantee protection to victims of crimes against humanity, torture, genocide or forced disappearances.
In 2009, universal jurisdiction was reformed to require there to be Spanish victims, and Santiago has suggested that the government of José Luis Rodríguez Zapatero subsequently repeated a request from Israel, a country under investigation by the National Court.
“If the international community had had more tools to prevent impunity, the genocide of the Palestinian people, as all the inhabitants of the planet see today, might not have happened,” he denounced.
The socialist delegate, Hana Jalloulhas agreed on the need to reverse the 2014 reform, which requires that the perpetrator of the crime must be Spanish, reside in Spain or be on Spanish territory, but has endorsed the 2009 model, a ‘ fair’ instrument that allowed Spain to be a reference in the defense of human rights.
