During today’s session, the regional executive appointed the people who will form the negotiating committee with the state, whose task will be to draft the text of the reform.
During its session this Wednesday, the government of Navarre adopted two agreements aimed at reforming the Improvement of the formal regime of Navarre (Lorafna), and appoints the people who will form the committee in charge of negotiating this, in order to establish traffic competition with all legal guarantees. The Lorafna reform is launched following the recent Supreme Court ruling annulling the July 1 transfer.
During the government session it was agreed to exercise this initiative and it is entrusted to the President of Navarre, Maria Chiviteto communicate this decision to the President of the Central Government, Pedro Sanchezrequesting the opening of talk to reach the necessary agreement.
A second agreement identifies the people who will form the negotiating committee with the State, namely the First Vice-President and Advisor to the Presidency and Equality, Félix Taberna; the second vice president and advisor of Memory and Coexistence, Foreign Action and Basque, Ana Ollo; the Third Vice President and Advisor for Housing, Youth and Migration Policy, Begoña Alfaro; and the General Director of the Presidency, Open Government and Relations with the Parliament of Navarra, Joseba Asiain.
As stated in Article 71 of the Lorafna, once the Spanish government has appointed its representatives to negotiate, a process of talks will begin. draws up the text of the reform.
The text will then be sent to the Navarre parliament for approval during a single plenary reading. The agreed reform will be submitted to the Government of Spain for consideration in the Cortes Generales, which will entail passage through the Congress of Deputies and the Senate.
Since its adoption in 1982, there have been two partial reforms of the Lorafna, approved in 2001 and 2010.
