The rule has had votes in favor of the investiture partners, and the opposite of PP and Vox. The text will be voted on in the plenary meeting on March 14.
The Justice Commission Congress approved the amnesty law this Thursday with the amendments registered after the transactional amendment through which PSOE, Junts and ERC approved the project.
The vote was without surprises and the verdict included votes in favor of PSOE and the investment partners (Sumar, ERC, EH Bildu, PNV and Junts); PP and Vox in turn voted against.
After approval by the Justice Committee, the law will be discussed and approved by the next March 14, in a monographic plenary session. The amnesty law had to go back to committee on February 6, after a week before the Junts voted against in the general vote to which it had to submit in the plenary because it had an organic character.
Keys to the Amnesty Act
The amnesty law rejects the pardon measure for actions that could be classified as terrorism under the 2017 European directive.
The text “agreed to three” says no no reference to the Spanish Criminal Code and notes that actions considered terrorism in the EU will not be granted amnesty. In particular, the acts regulated in Articles 2 and 3 of the European Convention on Human Rights (relating to the right to life and the prohibition of torture) and international humanitarian law are excluded. This change is intended to protect the former president of Catalonia, Carles Puigdemont, who is being investigated by the Supreme Court and charged with terrorism over the ‘Democratic Tsunami case’.
The crimes of treason will only be left out of the standard of mercy if there is “an effective and real threat,” and the same will happen with the embezzlement if there was no ‘purpose of enrichment’.
