Parliamentary arithmetic will allow for any combination between the first three political forces.
According to EITB Focus, after the Basque elections on April 21, the PNV and the PSE-EE will be able to re-declare their current coalition government, even with the lowest expected margins.
In general terms, any combination between the first three political forces will have mathematical options to achieve an absolute majority government:
– PNV-PSE: Yeltzales and Socialists will add between 38 and 39 seats (the absolute majority is specifically 38).
– EH Bildu-PSE: Abertzales and Socialists will have 39-38 seats, a figure that would increase to 41-40 by adding the seats of Elkarrekin Podemos.
– PNV-EH Bildu: It would be the combination with the most seats, 55, almost 75% of the Basque parliament, although it is perhaps the most complicated political option to realize.
Be that as it may, we must remember that the election of the lehendakari is not dependent on an essential absolute majority. In a possible second vote, the candidate with the most votes at the investiture session would be appointed head of the Basque executive.
Unlike the appointment of the President of the Spanish government, in Euskadi several candidates can aspire to be lehendakari at the same investiture session.
