The plenary meeting of the Parliament of Navarra, with the only votes against from PPN and Vox, adopted the amendment of the LORAFNA (Organic law of reintegration and improvement of the foral regime of Navarre), that protects Navarra “as historical law” traffic competition, motor vehicle traffic and safety. In concrete terms, the reform has continued 45 votes in favor —PSN, Geroa Bai, Contigo Navarra, EH Bildu and UPN— and 5 against —PP and Vox—.
The debate between the different groups focused on the defense of the self-government of Navarre and its historical powers, which justify supporting each other against the accusation of attempts to expel the Navarra Civil Traffic Guard, which PP and Vox understand will begin today , with the consequent consequences that his minority vote in Navarre will have for his majority in the Senate.
Once the reform has been adopted, it will therefore be submitted to the Spanish Government for approval. processing as an organic law in the Cortes Generalesas, given the legal nature of the regional regime, the Improvement cannot be changed unilaterally.
The agreement for the reintegration to Navarre of full exercise in traffic matters responds to the Supreme Court ruling whereby the Royal Decree regarding the transfer of these functions and services was annulled. The magistrates concluded that it was not possible to use a royal decree of transfer to grant to Navarre a power not recognized in the LORAFNA or protected by historical law, and they indicated that the grant of these powers should happen, either by reforming LORAFNA. , or through an organic law of the constitution.
Once the route has been chosen, the LORAFNA amendment makes it clear that the competences in the areas of traffic, motor vehicle traffic and road safety correspond to Navarre.
The President of the Government of Navarre, Maria Chivite, assessed the transfer of a competition “taken away by the Franco regime” and “historically claimed” by “all governments of Navarre, regardless of their political affiliation”, and meaning “promoting our competitiveness”.
