EITB Focus asked about the priority that the respondent gives to the action lines of the Pradales cabinet. Citizens have responded that the priority now lies with the Pact for Health and Osakidetza, the Housing Plan and the Education Policy.
The management of the Basque government is achieving success 6.2 average grade among those who responded to the September 2024 EITB Focus survey. eight out of ten of respondents gave a pass to the Executive’s management in the investigation, and voters of all parties They have approved the work of the government.
EITB Focus also asked about the priority that the respondent gives to the action lines of the Pradales cabinet. In line with the objectives of the Basque government, citizens have responded that this is now the priority Healthcare Pact and Osakidetza, the Housing Plan and Education Policy.
In particular, where 0 is “no priority” and 10 is “full priority”, the Pact for Health reaches 8.92 on this scale, the Housing plan an 8.43 and the Education policy an 8.41.
The priorities set by citizens also include: Universities and research (8.26), the Employment policy (8.17), and, under 8, the Security (7.86) and the Culture and the promotion of Basque (7.74).
How will they evolve?
In another part, the survey asks how citizens think these different domains will evolve.
There is optimismfor example in the solutions that can be given Health or education. And on the other hand, society shows that pessimistic about how issues such as housing or citizen security will develop.
So one can 49% of respondents predict that health services of CAV will improve in the coming years, compared to 23.2% who think they will worsen.
In this section, Basque society believes that the need for more doctors It is the area where the most impact needs to be made (31.3%), followed by a improvement of primary care (31.3%) or works for reduce waiting lists in Osakidetza (25.4%).
There is also optimism in the economic field Education. Four in ten respondents believe this will improve in the coming years. compared to 25% who say education policies will get worse.
On the other side of the coin, Basque society does not trust that we will see an improvement in the coming years Housing policy. Specifically, 34.1% believe they will get worse, compared to 28.6% who are optimistic on this issue.
As the most important problems to be solved in the field of housing, an overwhelming majority (69.7%) indicate at the price of housing and 13.3% guarantee that there is one lack of rental properties that needs to be resolved.
Finally, in the safety field, Basque citizens are divided about the forecasts for the coming years. 32.3% confirm that it will get worse, but 29.4% are optimistic and respond that this area will improve over time.
Citizen security
EITB Focus has a longer section dedicated to citizen security policies, and this is where CAV respondents answered that security is currently a priority. good or very good (61% of citizens believe this). On the other hand, 36.5% have chosen the categories ‘normal’, ‘poor’ or ‘very bad’ to refer to the safety of citizens on the streets.
In this sense, four out of ten Basques claim to feel less safe walking the streets of their community today compared to a few years ago, and 53.3% say they feel the same.
Finally, 84% of citizens claim not to have had any problems with citizen security in the past year.

1,600 people living in the BAC and Navarre (400 in each historical area of the BAC and 400 in Navarre) have been interviewed to prepare the EITB Focus survey.
The fieldwork was conducted between September 19 and 27, 2024 via telephone interview.
