The survey asked residents of Bilbao, San Sebastián, Vitoria-Gasteiz and Pamplona about the aspects that should be a priority in the governance of their municipality.

1,600 people living in the BAC and Navarre (400 in each historical area of the BAC and 400 in Navarre) have been interviewed to prepare the EITB Focus survey.
