The first meeting of the bilateral committee to address the transfer of powers to Euskadi was to meet on November 6 and was postponed by DANA, it will finally be held on Wednesday, November 27 and will be chaired by the President of the Spanish Government, Pedro Sánchez, and the Lehendakari, Imanol Pradales.
The purpose of this meeting, at 5 p.m. in Moncloa, is to accelerate and complete ongoing transfers to the CAV, and is part of the investment agreement.
There are 29 powers awaiting transfer to Euskadi, included in the Statute of Gernika, the 45th anniversary of which was celebrated on October 25.
Of them, six are the most advanced in negotiations, namely coastline planning and management, initial work permits for foreigners, maritime rescue, meteorology, the National Machine Verification Center of Bizkaia and the Fund for the Protection of Cinematography.
The other 23 include the management of airports and ports of general interest, a passive employment policy and one of the most complex and controversial, namely the management of the economic regime of the Social security.
The Basque government has already started work on this last issue and plans to have a proposal prepared before the end of the year.
The Lehendakari believes that the activation of the permanent Bilateral Commission is the next step to “impose a new rhythm and a new dynamic on the relationship between Spain and the Basque Country”, based on the commitments made in the Pact for the investiture of Pedro Sánchez between the PSOE and the PNV and the programmatic agreement signed by both parties for the current coalition government supporting the Basque executive.
These two agreements include “the full compliance with the Gernika Statute, assessed over two years since the inauguration of Pedro Sánchez, and to tackle a new legal pact that includes elements such as bilaterality, the system of guarantees and the national recognition of Euskadi”.
During the meeting between Sánchez and Pradales on September 20 in Moncloa, in the context of the meetings between the President of the Government and the Regional Presidents, both agreed to accelerate the transfer of powers to the Basque Country until the completion of what had been envisaged in the Statute of Gernica.
The Basque government believes that all ongoing transfers should be completed by the end of 2025.
