“Fair Competition” – ÖVP: Decision on Party Law Reform in July

The ÖVP assumes that the reform of party law can be decided in the July plenum of the National Council. The basis is a deadline set at the last meeting, ÖVP negotiator Andreas Ottenschläger explained on Sunday. Before that, “intensive and constructive consultations with the opposition” still have to take place, the goal is a broad majority for the reform. The law is expected to enter into force on July 1, 2023.

“We have adopted and constructively analyzed many of the opposition’s demands,” emphasized Ottenschläger. The initiative application was revised together with the Greens after the evaluation period.

The fact that studies, surveys and expert opinions of the federal ministries and their costs will be published in the future is being taken up and will be included in the discussions, according to the mandate holder of the ÖVP.

Opposition demands extension of minority rights
The opposition’s demands to extend the rights of minorities with regard to special audits by the Court (number of MPs, number of audits carried out simultaneously, deadlines for reporting) and the desire for a two-thirds majority to appoint or dismiss the President of the Court of Auditors is currently being discussed.

ÖVP impeachment to the NEOS
“Our goal is to create the fairest possible competition between the parties. This also includes ensuring full transparency from the parties and preventing circumvention. That is why the ÖVP now has sharper proposals,” Ottenschläger continues. “In our opinion, a ban on accepting donations for political educational institutions and for parliamentary clubs is important and will be included in the negotiations.” The ÖVP recently accused the NEOS of using this vehicle used for themselves.

Coalition needs a two-thirds majority
One of the well-known cornerstones of the initiative motion of the ruling political groups ÖVP and Greens to reform party finances is that the Court of Auditors should be given real audit powers. The fines for violations of the cost cap of the election campaign will be increased and the annual report to be submitted by the parties will be expanded with information about assets and debts. For parts of the reform, the coalition needs a two-thirds majority and therefore the support of the SPÖ or FPÖ.
